I am having same problem, and I am bored as hell. Either long ass update, thing automatically fucked up, or someone hacked it and destroying all of our things. But that is just my opinion, you guys can think what you want. :s

i googled what connection refused means the server is down hope this helps

it was down, it resetted, probably thanks to windows updates, but, i just put it back up.
