If this is in pvp world theres nothing mods/admins can do.

This has nothing to do with pvp, Apart from the fact that hes very disrespectful, he's been banned multiple times now. He's publicly stated that hes "just waiting to get unbanned" which means he feels that griefing has no consequences. I've never seen another person ever get as many chances as he has had.
